Both tutorials use a different technique for creating a vignette but there are usually several different ways to create an effect in Elements. The first video is also an older version of PSE but the interface is almost identical to PSE 2021. My quick search for a German language tutorial came up with a couple of videos found here and here. I understand that you want a tutorial in the German language but that is something you need to search for on Google or YouTube. The interface is a little different but all of the tools in the video are available in PSE 2021. But the same technique can be used in every Elements version since then.
